第三章 入住、调宿、退宿管理
Chapter 3 Management of Check-in, Room Transfer and Check-out
第十六条 申请学生宿位的主体范围:
(一)在我校接受学历教育的非在职全日制学生;
(二)由校级协议安排的交换生。
Article 16 Eligible applicants for student dormitory beds
(1)Full-time non-working students pursuing academic degrees at our university;
(2) Exchange students arranged under university-level agreements.
第十七条 符合学校住宿规定的学生一人只能分配一个宿位。
Article 17 Each student who meets the university’s accommodation rules shall be assigned only one dormitory bed.
第十八条 符合入住条件的学生应按规定在学校安排的宿舍住宿。擅自在校外住宿的,自行承担外宿期间产生的一切后果。确因身体健康等特殊原因需要在校外住宿的,学生应提交《广东药科大学学生外宿申请表》《广东药科大学学生校外住宿承诺书》《广东药科大学学生校外住宿家长知情同意书》及其他证明材料,经培养单位批准后报党委学生工作部(就业指导中心、武装部)或研究生院(党委研究生工作部)审批。
学生在校外住宿,应当向培养单位报备详细的住宿地址。
Article 18
Students eligible for dormitory accommodation shall reside in the dormitories designated by the university in accordance with relevant provisions. Those who live off-campus without approval shall bear all consequences arising from off-campus residence. Students who need to live off-campus for special reasons such as poor physical health shall submit the Application Form for Off-campus Accommodation of GDPU Students, Commitment Letter for Off-campus Accommodation of GDPU Students, Parent Consent Form for Off-campus Accommodation of GDPU Students and other supporting documents. The application shall be approved by the student’s school, then submitted to the Student Affairs Department (Career Guidance Center, Military Affairs Office) or Graduate School (Graduate Student Affairs Division) for final examination and approval.
Students living off-campus shall report their detailed residential address to their school.
第十九条 签证/居留许可过期的国际学生,一律不得在校内住宿,应当在签证/居留许可到期日前按学校规定的流程办理退宿手续并搬离宿舍。
国际学生签证/居留许可已到期且不按规定办理退宿手续的,学校按照本办法第四十四条、第四十五条规定处理。
Article 19
International students whose visas or residence permits have expired are prohibited from staying in campus dormitories. They shall complete the check-out procedures and move out of the dormitory before the expiry date of their visa or residence permit in accordance with university procedures.
International students whose visas or residence permits have expired and fail to complete check-out formalities as required shall be dealt with in accordance with Articles 44 and 45 of these Measures.
第二十条 根据学校教学和管理的要求,应遵循学生在其学籍归属学院所在的校区住宿(按学校统一安排跨校区培养的除外)。确因教学安排申请跨校区住宿的,应当经培养单位同意,并经教务部(招生工作办公室)和研究生院(党委研究生工作部)会签同意后方可安排。
Article 20 In accordance with teaching and administrative requirements, students shall reside on the campus where their home school is located (excluding students assigned to cross-campus training under unified university arrangements). Students who apply for cross-campus accommodation due to teaching arrangements must obtain consent from their school, and secure joint signatures from the Academic Affairs Department (Admissions Office) and Graduate School (Graduate Student Affairs Division before the accommodation can be arranged.
第二十一条 学生宿位安排尽量遵循同一学院学生相对集中以及男女分住不同楼栋或楼层的原则。
Article 21 The allocation of dormitory shall follow the principles of concentrating students from the same school and separating male and female students into different buildings or floors as far as possible.
第二十二条 学生宿位一经分定,除特殊原因,原则上不再调整。确因身体健康等原因需调整宿位的,应在提供相应证明后按照学校规定的流程申请办理。
Article 22 Once a dormitory bed is assigned, adjustments shall not be made in principle except for special reasons. Students who need to change dormitory due to poor physical health or other special reasons shall apply in accordance with university procedures after providing relevant supporting certificates.
第二十三条 有如下情形之一时,学校可对宿位进行调整,学校进行宿位调整时,学生应当积极配合,服从安排。
(一)对宿舍或相关联的建筑物进行装修、维修的;
(二)开展节能减排、卫生防疫等工程的;
(三)对延期毕业、延长学年学生住宿调整的;
(四)在读学生经三甲医院确诊患有传染性疾病的或者不适合群体住宿的;
(五)因不可抗力因素,无法继续使用的宿舍;
(六)其他需进行调整的情形。
Article 23
The university may adjust dormitory beds under any of the following circumstances. Students shall actively cooperate and comply with arrangements when the university carries out dormitory adjustments.
(1)Renovation or maintenance of dormitories or associated buildings;
(2) Implementation of energy conservation, emission reduction, sanitation and epidemic prevention projects;
(3)Adjustment of accommodation for students with delayed graduation or extended study years;
(4) In-school students diagnosed with infectious diseases by Grade A tertiary hospitals or deemed unfit for group living;
(5)Dormitories unavailable for continued use due to force majeure factors;
(6) Other circumstances requiring dormitory adjustment.
第二十四条 终止学籍(退学、肄业、毕业)、休学等原因离校的学生,应当按照学校规定的流程在规定期限内办理退宿手续;因教学安排赴外学习4个月及以上的学生,可以提交《广东药科大学学生退宿申请表》及其他相关材料申请办理退宿手续。
Article 24 Students leaving school due to termination of student status (voluntary withdrawal, completion of courses without graduation, graduation), suspension of studies or other reasons shall complete check-out procedures within the specified time limit in accordance with university regulations. Students who go abroad for study for 4 months or longer due to teaching arrangements may submit the Application Form for Student Check-out of GDPU and other relevant materials to apply for check-out.
第二十五条 需要入住、调宿、退宿和校外住宿等学生宿位调整申请,学生应提交相对应的《广东药科大学学生入住申请表》《广东药科大学学生调整宿舍申请表》《广东药科大学学生退宿申请表》《广东药科大学学生外宿申请表》及其他证明材料,经培养单位批准后报党委学生工作部(就业指导中心、武装部)或研究生院(党委研究生工作部)审批,总务后勤部根据实际情况予以调整宿位。
Article 25 Students applying for dormitory check-in, room transfer, check-out or off-campus accommodation shall submit the corresponding Application Form for Dormitory Check-in of GDPU Students, Application Form for Dormitory Transfer of GDPU Students, Application Form for Student Check-out of GDPU Students, Application Form for Off-campus Accommodation of GDPU Students and other supporting documents. The application shall be approved by the student’s school, then submitted to the Student Affairs Department (Career Guidance Center, Military Affairs Office) or Graduate School (Graduate Student Affairs Division) for examination and approval. The General Services & Logistics Department shall adjust dormitory based on actual conditions.
第二十六条 学生在离校后未在规定期限内完成退宿手续办理的,培养单位应通知学生及时办理,宿舍管理员在发现当日出具告知书。在培养单位告知及出具告知书之日起三日内仍未搬离宿舍的,按本办法第四十四条执行。
Article 26 Students who fail to complete check-out procedures within the prescribed time limit after leaving school shall be notified by their home school to go through the formalities promptly. Dormitory administrators shall issue a written notice on the day the failure is discovered. Students who still refuse to move out within three days from the date of notification by the school and issuance of the written notice shall be dealt with in accordance with Article 44 of these Measures.
第四章 收费及资产管理
Chapter 4 Charges and Asset Management
第二十八条 学生住宿费按学年收取。学生按照“先缴费后入住”的原则,自觉缴纳住宿费及有关费用。
Article 28 Student accommodation fees are collected on an academic year basis. Students shall voluntarily pay accommodation fees and related charges in compliance with the principle of "payment prior to check-in".
第二十九条 学生主动申请调宿且经批准的,对于从高收费标准宿舍调至低收费标准宿舍的,学生可向学校申请退住宿费差额(从次月开始计算);从低收费标准宿舍调至高收费标准宿舍的,学生须补交住宿费差额(从次月开始计算)。
因学校工作方面原因且服从学校安排,学生从高收费标准宿舍调至低收费标准宿舍的,学校退住宿费差额(从次月开始计算);从低收费标准宿舍调至高收费标准宿舍的,学生可向学校申请免收本学年住宿费差额。
Article 29 If a student voluntarily applies for and is approved to transfer dormitories: Where a student moves from a higher-priced dormitory to a lower-priced one, the student may apply to the university for a refund of the accommodation fee difference (calculated starting from the next month). Where a student moves from a lower-priced dormitory to a higher-priced one, the student shall make up the accommodation fee difference (calculated starting from the next month).
If the dormitory transfer is arranged by the university for administrative reasons and the student complies with the arrangement: For transfers from higher-priced to lower-priced dormitories, the university shall refund the accommodation fee difference (calculated starting from the next month). For transfers from lower-priced to higher-priced dormitories, the student may apply to the university for exemption from the accommodation fee difference for the current academic year.
第三十条 学生退学或提前结束学业,在按规定办理离校手续和退宿后,所缴住宿费按实际在校时间计算清退。住宿费清退标准=每学年住宿费标准÷10个月×(10-学生实际在校月数),在校时间未满一个月按一个月计算。学生未按规定办理离校和退宿手续自行离校的,住宿费计至其办理离校和退宿之日或其违法违规占用宿舍被学校强行清理之日。
Article 30 Students who drop out or terminate their studies in advance shall have their accommodation fees refunded based on their actual on-campus duration after completing departure and check-out formalities as required. Accommodation refund formula: Annual accommodation fee ÷ 10 months × (10 − actual months of on-campus residence). Any partial month of residence shall be counted as one full month. Students who leave school without completing departure and check-out procedures shall be charged accommodation fees until the date they complete the formalities or the date the university forcibly clears their dormitory due to illegal occupation.
第三十一条 住宿学生应当自觉按时缴纳住宿费及水电费。未按时缴纳水电费的,宿舍管理员向当事人送交书面警示。自送交书面警示之日起五日内,仍未缴纳的,宿舍管理员有权对欠缴宿舍停水停电。未按时缴纳住宿费的,按照《广东药科大学学生学费住宿费收缴管理细则》等管理规定进行处理。
Article 31 Resident students shall pay accommodation fees and water & electricity bills on time. Dormitory administrators shall issue a written warning to students who fail to settle water and electricity fees on time. If payment is still not made within five days of the warning issuance, dormitory administrators have the right to cut off water and electricity supply to the dormitory. Students who fail to pay accommodation fees on time shall be dealt with in accordance with the Detailed Rules for Collection of Tuition and Accommodation Fees of GDPU and other relevant regulations.
第三十二条 住宿学生应当爱护公共物品,合理使用宿舍楼内的公共服务设施,配合宿舍管理员检查公共物品及设施,发现损坏应及时报告宿舍管理员。宿舍内公共物品及设施属人为破坏的,应当由责任人承担全部责任,如果无法确认责任人,由该宿舍全体成员共同承担责任。
Article 32 Resident students shall take good care of public property and rationally use public facilities in dormitory buildings, and cooperate with dormitory administrators during inspections of public articles and facilities. Any damage found shall be reported to dormitory administrators promptly. If public articles and facilities in the dormitory are damaged by human error, the responsible party shall bear full liability. If the responsible party cannot be identified, all dormitory residents shall bear joint liability.
第五章 日常行为管理
Chapter 5 Daily Behavior Management
第三十三条 学校与学生共建优良的住宿环境,倡导学生按《高等学校学生行为准则》等规章制度及社会公德自我约束住宿行为;鼓励学生本着对自己、对同学、对学校负责的态度,对住宿违规行为加以劝阻或举报。
Article 33 The university and students jointly build a sound accommodation environment. Students are encouraged to self-regulate their residential conduct in accordance with the Code of Conduct for Students of Institutions of Higher Education, other institutional rules and social morality. Students are encouraged to dissuade or report accommodation violations out of responsibility for themselves, fellow students and the university.
第三十四条 辅导员、青年教师专职辅导员和班主任应按学校相关规定定期到学生宿舍走访学生,了解学生思想动态,关心学生的思想、生活,引导学生正确处理各种问题,开展经常性的思想政治工作。
Article 34 Counselors, full-time young faculty counselors and class teachers shall regularly visit student dormitories in accordance with university regulations to understand students’ ideological trends, care for their academic and daily lives, guide them to properly resolve various issues, and conduct regular ideological and political education.
第三十五条 住宿学生应遵守消防、安全管理规定,自觉维护宿舍安全。增强消防、安全意识和法制观念,提高防范能力、自我管理能力和自救逃生能力。
Article 35 Resident students shall abide by fire safety and security management regulations and consciously safeguard dormitory safety. They shall strengthen fire safety awareness and legal concepts, and improve risk prevention, self-management and self-rescue capabilities.
第三十六条 住宿学生应保持良好的宿舍内和公共区域环境卫生,自行打扫宿舍内的卫生,保持宿舍门口整洁干净,自觉爱护宿舍周围绿化地,共同创造文明、整洁、有序的住宿环境。住宿学生应接受并积极配合学校各相关部门组织的安全、卫生和纪律检查。
Article 36 Resident students shall maintain clean sanitation inside dormitories and in public areas, clean their own dormitories, keep dormitory doorways tidy, consciously protect green spaces around dormitories, and jointly create a civilized, clean and orderly living environment. Resident students shall accept and actively cooperate with safety, sanitation and discipline inspections organized by relevant university departments.
第三十七条 住宿学生应互相尊重,团结友爱,自觉维护公共秩序,签署《广东药科大学学生自律承诺书》,共同协商制定“宿舍公约”,实施自我管理,养成良好的学习生活习惯。在规定休息时间内(13:00-14:00,23:00-7:00),应适当控制发出的声响,杜绝影响他人休息的不文明行为,努力构建文明、和谐、互助、友爱的宿舍同学关系。
Article 37 Resident students shall respect each other, maintain unity and friendship, and consciously preserve public order. They shall sign the Self-discipline Commitment Letter for GDPU Students, jointly formulate a Dormitory Code of Conduct for self-management, and develop good study and living habits. During designated rest hours (13:00–14:00, 23:00–07:00), students shall control noise and refrain from uncivilized behaviors disturbing others’ rest, so as to foster a civilized, harmonious, supportive and friendly dormitory community.
第三十八条 同学互访、接待访客应当遵守宿舍访客制度,来访人应出示并换押证件,经宿舍管理员登记核准后方可入内。学生宿舍的来访时间为:8:00-22:00。
住宿学生不得在非来访时间接待他人。住宿学生因违反本办法相关规定导致他人在非来访时间停留在宿舍楼内的,学校按照本办法相关规定处理。
Article 38 Visits and guest receptions shall comply with the dormitory visitor regulations. Visitors shall present their identity documents for temporary custody and may only enter after registration and approval by dormitory administrators. Dormitory visiting hours: 08:00–22:00.
Resident students shall not receive guests outside designated visiting hours. Any resident student who violates these provisions and allows outsiders to stay in dormitory buildings after visiting hours shall be penalized in accordance with relevant clauses of these Measures.
第三十九条 住宿学生应民主推选宿舍长一名,作为宿舍安全负责人负责督促宿舍成员遵守学生宿舍管理规定,做好防火、防盗、防骗等安全防范工作,发现特殊情况及时上报学生宿舍管理人员。宿舍长应当组织制定《宿舍公约》,监督落实值日计划,组织宿舍成员参加宿舍文化活动。充分发挥学生党员、团、班干部等学生骨干作用,组织开展形式多样的集体活动,共同营造积极、健康、向上的宿舍文化氛围。
Article 39
Resident students shall democratically elect one dormitory leader, who shall serve as the dormitory safety officer. The dormitory leader shall urge all dormitory members to comply with dormitory management rules, carry out fire prevention, theft prevention and fraud prevention work, and report abnormal incidents to dormitory administrators in a timely manner. The dormitory leader shall organize the formulation of the Dormitory Code of Conduct, supervise the implementation of duty rosters, and encourage dormitory members to participate in dormitory cultural activities. Student backbone including Party members, League cadres and class cadres shall play an exemplary role to organize diverse group activities and jointly build a positive, healthy and progressive dormitory culture.
第四十条 住宿学生不得挪用、损坏消防器材、堵塞消防通道;不得存放或者使用危险物品及违规电器;不得燃点煤气炉、蜡烛等明火;不得私拉电线、私自使用公共电源。
危险物品包括:
(一)管制刀具;
(二)易燃、易爆、有毒、腐蚀性、放射性物品;
(三)刀身长度超过120mm、宽度超过25mm的刀具;
(四)危险化学药品;
(五)其他易伤及他人、存在安全隐患的危险物品。
违规电器包括:
(一)电热棒、电炉、电热毯、电冰箱等以及无自动断电保护装置的电器;
(二)电饭锅、微波炉、电磁炉等炊具;
(三)800W以上的大功率电器;
(四)无国家CCC认证(中国强制性产品认证)的电器。
私拉电线行为包括:
(一)从固定插座以外引出线路的;
(二)从房间内固定插座引出线路至房间外的。
Article 40
Resident students shall not misappropriate or damage fire-fighting equipment, block fire escape routes; store or use dangerous articles and prohibited electrical appliances; ignite open flames such as gas stoves and candles; or illegally pull wires or tap public power supplies without authorization.
Dangerous items include:
(1) Controlled knives; (2) Flammable, explosive, toxic, corrosive and radioactive substances; (3) Knives with a blade longer than 120 mm and wider than 25 mm; (4) Hazardous chemical reagents; (5) Other dangerous articles that may injure others or pose safety hazards.
Prohibited electrical appliances include:
(1) Electric heating rods, electric stoves, electric blankets, refrigerators and other appliances without automatic power-off protection devices; (2) Cooking appliances such as electric rice cookers, microwave ovens and induction cookers; (3) High-power electrical appliances with rated power exceeding 800 watts; (4) Electrical products without China Compulsory Certification (CCC certification).
Unauthorized wire pulling includes:
(1) Drawing power lines from outlets other than fixed wall sockets; (2) Running wires from fixed indoor sockets to outside the dormitory room.
第四十一条 学生在住宿期间有以下行为,学校有权对当事人进行纪律处分;涉嫌违法犯罪的,移送司法机关处理:
(一)在宿舍内进行传教及宗教聚会活动的;
(二)非法传销和进行邪教、封建迷信活动的;
(三)非法聚集、蓄意滋事的;
(四)非法携带管制刀具、易燃易爆或有毒危险物品等进入宿舍的;
(五)从事有悖社会公序良俗活动的;
(六)法律法规及学校制度规定的其他违法违纪行为。
Article 41 Students engaging in the following behaviors during their residence shall be subject to disciplinary sanctions by the university; any conduct suspected of illegal or criminal offenses shall be transferred to judicial authorities:
(1)Conducting missionary activities or religious gatherings inside dormitories;
(2)Participating in illegal pyramid schemes, cult activities or feudal superstitious activities;
(3)Illegal assembly and intentional troublemaking;
(4)Illegally carrying controlled knives, flammable, explosive, toxic or other dangerous articles into dormitories;
(5)Engaging in activities violating public order and good morals;
(6) Other illegal or disciplinary acts stipulated by laws, regulations and university rules.
第四十二条 学生在宿舍内有以下行为,经管理人员提醒、纠正却拒不改正的,由培养单位给予通报批评。情节严重,按本规定第四十五条的规定处理:
(一)擅自留宿非本宿舍成员,但尚未造成不良后果的;
(二)未按规定办理退宿手续或退宿未按规定时间离校的;
(三)阻挠学校工作人员或学生组织进行检查的;
(四)未经批准在宿舍楼悬挂条幅、标语的;
(五)未经批准私自调换宿舍、床位的;
(六)私自更换门锁、私借钥匙或出租宿位给他人,造成不良后果的;
(七)违规挪用、损坏消防器材、堵塞消防通道的;
(八)爬窗、爬楼的;
(九)在宿舍区域从事经营活动的;
(十)故意帮助非本宿舍成员隐藏,以逃脱检查的;
(十一)有向学生宿舍楼外倒水、投掷物品、吐痰等不文明行为的;
(十二)故意干扰其他同学按规定入住,造成一定影响的;
(十三)在宿舍楼内饲养猫、狗、鼠、兔、蜥蜴等动物,或携带动物进入宿舍楼内的;
(十四)在宿舍楼内存放、使用违章电器或明火用具的;
(十五)在宿舍楼内存放、使用刀身长度超过120mm、宽度超过25mm的刀具等易伤及他人的危险物品的;
(十六)在宿舍楼内存放、使用危险化学药品等易伤及他人、存在安全隐患的危险物品的;
(十七)私拉电线、私自使用公共电源的;
(十八)有其他造成公共秩序破坏、设备设施损坏或环境卫生污染等行为,尚不足给予纪律处分的。
Article 42 Students who commit the following acts inside dormitories and refuse to correct them after reminders by management staff shall receive a circular criticism issued by their home school. Serious violations shall be handled in accordance with Article 45 of these provisions:
(1)Unapproved overnight accommodation of non-dormitory residents without adverse consequences;
(2)Failure to complete check-out formalities or move out by the stipulated check-out time;
(3)Obstructing inspections conducted by university staff or student organizations;
(4) Hanging banners or slogans in dormitory buildings without approval;
(5) Illegally transferring dormitories or beds without permission;
(6) Replacing door locks privately, lending keys or renting dormitory beds to others, resulting in adverse consequences;
(7) Unauthorized misappropriation or damage of fire-fighting equipment, or blockage of fire escape routes;
(8) Climbing windows or building exteriors;
(9) Conducting business activities within dormitory premises;
(10) Intentionally hiding non-dormitory residents to evade inspections;
(11) Uncivilized conduct such as pouring water, throwing objects or spitting outside dormitory buildings;
(12) Intentionally obstructing other students from moving into assigned dormitories, causing adverse impact;
(13) Raising or bringing cats, dogs, rodents, rabbits, lizards or other animals into dormitory buildings;
(14) Storing or using prohibited electrical appliances or open-flame tools in dormitory buildings;
(15) Storing or using dangerous articles such as knives with blades longer than 120 mm and wider than 25 mm that may injure others in dormitory buildings;
(16) Storing or using hazardous chemical reagents and other dangerous articles posing safety risks in dormitory buildings;
(17) Illegally pulling wires or tapping public power supplies without authorization;
(18) Other conduct disrupting public order, damaging facilities or polluting sanitation that does not warrant formal disciplinary sanctions.
第四十三条 学生在宿舍内有以下行为,经管理人员提醒、纠正却拒不改正的,培养单位给予当事人口头警告或书面警示。情节严重,按本规定第四十五条的规定处理:
(一)私自将钥匙转借给他人但尚未造成不良后果的;
(二)私自移动、搬出家具导致宿舍室内布局改变的;
(三)对宿舍公共家具、设施进行装饰或改造,导致不能恢复原貌的;
(四)在管理人员检查时拒绝出示个人有效身份证明的;
(五)办理调宿或者退宿手续后,未在七天内搬清个人物品,导致他人无法正常入住的;
(六)故意干扰其他同学按规定入住,但尚未造成重要影响的;
(七)在宿舍楼公共区域随意堆放、丢弃杂物,但尚未造成重要影响的;
(八)未按规定在宿舍楼栋内停放车辆(如自行车、电动车)的;
(九)通过电子设备或其他方式发出声音影响公共秩序和他人学习、休息的;
(十)在学生宿舍楼内吸烟、饮酒的;
(十一)在床上使用充电器、电风扇等电器设备的;
(十二)未经学校批准在宿舍楼张贴海报、派发广告等张贴物的;
(十三)造成安全隐患,但尚未造成不良后果的;
(十四)其他轻微违反宿舍管理办法但尚未造成不良后果的行为。
Article 43 Students who commit the following acts inside dormitories and refuse to correct them after reminders by management staff shall receive an oral warning or written notice from their home school. Serious violations shall be handled in accordance with Article 45 of these provisions:
(1)Privately lending dormitory keys to others without adverse consequences;
(2)Moving or removing furniture without authorization and altering the dormitory layout;
(3)Decorating or modifying dormitory public furniture and facilities such that they cannot be restored to their original state;
(4)Refusing to present valid personal identity documents during management inspections;
(5)Failing to remove all personal belongings within seven days after completing room transfer or check-out formalities, preventing new students from moving in normally;
(6)Intentionally obstructing other students from moving into assigned dormitories with minor impact;
(7)Randomly stacking or discarding sundries in public areas of dormitory buildings with minor impact;
(8)Parking vehicles (bicycles, electric scooters, etc.) inside dormitory buildings against regulations;
(9)Generating noise via electronic devices or other means to disturb public order and other students’ study and rest;
(10)Smoking or drinking alcohol inside dormitory buildings;
(11)Using chargers, electric fans and other electrical devices on beds;
(12)Posting posters or distributing leaflets and other printed materials in dormitory buildings without university approval;
(13)Creating potential safety hazards without adverse consequences;
(14) Other minor violations of dormitory management rules without adverse consequences.
第四十四条 学校可强制清理违法、违规占用学生宿位的人员及其物品。校内各单位应负责做好本单位在校或毕业学生的教育管理工作,协助相关职能部门清理违法、违规占用学生宿位的人员及其物品。
违规占用宿位的,党委学生工作部(就业指导中心、武装部)或者研究生院(党委研究生工作部)负责通知总务后勤部和保卫部(党委保卫部)采用提醒、警告、停水停电、移除物品等必要措施对违法、违规占用学生宿位的人员及其物品进行清理;保卫部(党委保卫部)协助进行强制清理,确保学生宿位不被非法占用。
Article 44 The university may forcibly remove persons and their belongings who illegally occupy student dormitory beds. All university departments shall undertake education and management of current and graduated students under their jurisdiction, and assist relevant functional departments in clearing illegal occupants and their belongings.
For illegal dormitory occupation, the Student Affairs Department (Career Guidance Center, Military Affairs Office) or Graduate School (Graduate Student Affairs Division) shall notify the General Services & Logistics Department and Security Department (Party Committee Security Office) to adopt necessary measures including reminders, warnings, water and power cut-offs, and removal of personal belongings to clear illegal occupants. The Security Department shall assist with forced clearance to prevent illegal occupation of dormitory beds.
第四十五条 学校对学生在学生宿舍的违规违纪行为可以采取提醒、纠正、口头警告、书面警示、通报批评和纪律处分等管理和处罚方式。其中,纪律处分按照《广东药科大学学生处分管理规定》实施;培养单位视情节给予当事人提醒、纠正、口头警告、书面警示或通报批评;涉及违纪的,培养单位应报学生工作部(就业指导中心、武装部)或者研究生院(党委研究生工作部)等职能部门处理;涉嫌违法的,报请公安部门处理。因违规行为造成损失的,当事人应予以赔偿。
Article 45 The university may adopt the following administrative and disciplinary measures for student violations in dormitories: verbal reminders, corrective instructions, oral warnings, written notices, circular criticism and formal disciplinary sanctions. Formal disciplinary sanctions shall be implemented in accordance with the Regulations on Student Disciplinary Penalties of GDPU. Students may receive reminders, corrective instructions, oral warnings, written notices or circular criticism issued by their home school based on the severity of violations. Violations warranting disciplinary penalties shall be reported by the home school to functional departments including the Student Affairs Department (Career Guidance Center, Military Affairs Office) or Graduate School (Graduate Student Affairs Division) for handling. Conduct suspected of illegal acts shall be reported to public security authorities. Students shall compensate for all losses caused by their violations.
第四十六条 因宿舍违规行为,累计受口头警告两次以上的学生,由培养单位给予书面警示;一年内累计受书面警示两次以上的学生,由培养单位给予通报批评;累计通报批评两次以上的学生,按相关程序给予纪律处分。
Article 46 Students who receive two or more cumulative oral warnings due to dormitory violations shall be issued a written notice by their home school. Students receiving two or more cumulative written notices within one academic year shall receive a circular criticism from their home school. Students receiving two or more cumulative circular criticisms shall be subject to formal disciplinary sanctions through relevant institutional procedures.
